Drs. H. Juliyatmono, M.M., M.H. is a Member of the House of Representatives of the Republic of Indonesia (DPR RI, 2024–2029), serving on Commission X (education, sports, science and technology) and the Legislation Body. A former teacher, he was Speaker of the Karanganyar DPRD and two-term Regent of Karanganyar (2013–2023).

Drs. H. Juliyatmono, M.M., M.H. (born 1966 in Karanganyar, Central Java) is a Member of the House of Representatives of the Republic of Indonesia (DPR RI) for 2024–2029, elected from the Central Java IV district with 97,157 votes. He sits on Commission X, which oversees education, sports, and science and technology, and on the Legislation Body, where he works on the National Education System Bill. He began his career as a teacher at SMA Muhammadiyah 1 Karanganyar, served as Speaker of the Karanganyar Regency DPRD (2004–2009) and led Karanganyar as Regent for two terms (2013–2023). During his tenure the regency received nine consecutive Unqualified Opinions from the Audit Board and was ranked the second-best regency nationally for government performance in 2017, the year he was awarded the Satyalancana Karya Bhakti Praja Nugraha. He holds a Master of Management and a Master of Laws, and in parliament has championed the Indonesia Smart Program for students in his district.

Equitable access to education (SDG 4)
How a lawmaker can turn a national cash-transfer scheme into school attendance on the ground. Through the Commission X constituency channel of the Indonesia Smart Program (PIP), more than 50,000 students in Karanganyar alone have received support, according to figures reported by VIVA Jogja and Fokus Jateng in July 2026; about 25,000 students across his three-regency district were paid in the October 2025 round (DPR RI Parlementaria).

Teacher welfare and status
A former classroom teacher on why teacher welfare is the first lever of education quality. In Commission X hearings he has pressed for the welfare of both public and private school teachers to be a national priority set out in law; as Regent he created the Guruku Idolaku teacher-recognition program and a monthly allowance for school caretakers.

Public–private school equity in the National Education System Bill
Many Indonesian children learn in private and religious schools. On the parliamentary working committee for the National Education System Bill (RUU Sisdiknas), he argues that the law must treat public and private schools equally, from primary school to university, and secure the constitutional 20% education budget.

Accountable local governance
What it takes for a regency of about a million people to sustain clean audits and national performance rankings. Under his leadership Karanganyar received an Unqualified Opinion (WTP) from the Audit Board nine times in a row, was ranked the second-best regency nationally for government performance in 2017, and fourth-best in the 2022 Regional Government Performance Evaluation (EPPD).

Public-service innovation
Small, practical innovations can change daily life. Ojek ASI, a breast-milk delivery service run by a community health center so that working mothers can keep breastfeeding, was named one of the Top 99 Public Service Innovations of 2019 by the Ministry of Administrative and Bureaucratic Reform.

Community-led sanitation
Ending open defecation is a community decision before it is an infrastructure project. From November 2017 Karanganyar ran a Stop Open Defecation and Community-Led Total Sanitation (STBM) movement toward 100% coverage, recognized with an STBM innovation leadership award in 2018.

Community-based tourism and intangible heritage
Tourism that keeps value in the village. Karanganyar developed the Tawangmangu–Ngargoyoso highlands and a calendar of sports-tourism events (Gold Indonesia Tourism 2020), while the Sebaran Apem Wahyu Kliyu ceremony of Jatipuro was designated national Intangible Cultural Heritage in 2021. In Commission X he links heritage protection to local livelihoods.

Sport for inclusion
Sport as a route to dignity and opportunity. As Regent he inaugurated 268 athletes with disabilities for the Karanganyar Para Games (2023); as chair of the regency badminton association he hosted national scholarship auditions, and as a lawmaker he runs the Juliyatmono Cup for 174 students from 84 schools.
